Budgets Are Moral Documents

Dr. Martin Luther King, Jr. once described the federal budget as a moral document: a reflection of our nation's deepest values and priorities. He recognized that every budget decision is also a moral decision.

Dr. King's ministry focused not only on racial justice, but also on the economy, on who has access to the dignity, opportunities, and abundance that God intended for all. He warned that the forces of racism, materialism, and indifference can lead a nation to “spiritual doom.” His words resonate with as much urgency now as they did half a century ago.

When we look at our current national budget, most of what we spend is already spoken for. Programs like Social Security, Medicare, and veterans' benefits are mandatory; they are provided for by law to protect people who have worked and paid their taxes throughout their lives. That is not wasteful; it is a promise kept. These commitments prevent millions of older Americans from falling into poverty and honor the work and sacrifice they have already dedicated to this country. Even so, many older people struggle to make ends meet, and as inflation continues to rise, that struggle will only get worse.

Where the Debate Centers

But the part that Congress actually debates and decides each year—what's called discretionary spending—tells us what our current priorities are. Most of that discretionary budget goes to the military. The rest is where the debate often centers: programs that benefit everyday Americans versus corporate subsidies that favor those who are already powerful.

Consider the recent budget bill passed earlier this year. While it includes some provisions that help everyday Americans, such as a higher standard deduction and lower tax rates, the greatest benefits flow to those already doing well while those already struggling are asked to sacrifice the most.

It includes cuts to Medicaid, which serves nearly half of all children, more than 40 percent of births, and millions of low-income seniors, people with disabilities, and working adults whose jobs don’t offer affordable insurance. It also reduces funding for SNAP, which provides food assistance to millions of low-income Americans, including nearly three million Floridians. And it lets health-insurance subsidies under the Affordable Care Act expire — a change expected to double premiums for many of the 24 million Americans who buy coverage through it. These health care credits have been at the center of the recent government shutdown debate.

Contrast that to the way it treats the wealthy and powerful. It expands tax breaks for the highest-income households, makes corporate tax cuts permanent, and raises the federal estate tax exemption to about $15 million for a single person ($30 million for married couples), effectively allowing nearly all large estates to avoid federal taxes. Once again, we see who is protected and who is asked to sacrifice. We have to ask: why is that?

Somewhere along the way, we accepted a dangerous story: that poverty is about personal failure instead of a shared concern. In the 1970s and 80s, political leaders found power in scapegoating. They told tales of “welfare queens” and warned that too much help for the poor would take from everyone else, as if the struggle of some were a burden on the rest. In reality, those programs accounted for only a tiny fraction of the budget, yet the lies, steeped in racism, hardened hearts and justified cruelty.

They also shaped policy. By the 1990s, that narrative fueled deep cuts to welfare and reshaped how our nation cared for those in need. And today, the same strategy lives on. How many times have we heard that immigrants are to blame for our economic challenges, when in fact they are a driving force of our economy?

Scripture tells another story entirely. From the prophets to the Gospels, we are told that a nation is judged not by its wealth or strength, but by how it treats the poor, the sick, and the stranger. Jesus said, “Whatever you did for one of the least of these, you did for me.”

Pentecostal theologian Eldin Villafañe put it this way:

Our Shared Calling

Government, at its best, is one way we live out that command together. It is a collective tool for loving our neighbor, by building schools and roads, keeping water clean, protecting workers and children, providing healthcare, and making sure no one is left to fend for themselves when a life challenge hits. A moral government doesn’t shrink from that duty; it embraces it.

However, our government cannot do this work alone. The Church also has a calling too, not only to offer charity, but also to bear witness: to speak the truth about systems that cause harm and to collaborate with public institutions in the difficult task of repairing them. As René Padilla said: “The integral mission is like two wings of the same airplane: evangelization and social action are inseparable.” Imagine if we truly accepted the Church and the government as collaborators in caring for the people God loves so much. 

Budgets are moral documents. They are spiritual mirrors. They show, line by line, who we believe is worthy of attention. As Walter Hollenweger pointed out:

What would our budget look like if we truly followed what we believe: that every person is made in God's image

Brothers and sisters, budgets are more than numbers: they are spiritual mirrors that show whom we consider worthy of attention. As God's people, we believe that every person is made in God's image. The Holy Spirit calls us to speak out for the poor, immigrants, the sick, and the marginalized. It is our conviction that social justice is not only an ethical mandate, but also a work of the Spirit that guides the Church toward compassion and the defense of the vulnerable. With this lens, we look at our surroundings in order to act in a consistent manner.

We cannot remain silent. We must be a Church that prays with power, but also acts with courage. That proclaims the gospel and defends justice. That announces that the Kingdom of God is not only future, but present.

May our budgets, our decisions, and our lives reflect what we believe: that every human being is loved by God and deserves dignity. It is time to be a Church filled with the Spirit, proclaiming freedom, justice, and hope in the midst of our nation!
